It's shitty but it's the smartest business decision. True but if the non-rust streamers barely play rust during the twitch drops then the game doesn't really get that many sales. Facepunch would need to think of some unique event in order to keep the non-rust streamers coming back to the game for at least a week.

Generic drops will start earning progression under one of two scenarios: Watch any streamer who is streaming Rust with drops activated but is NOT in the event. Watch hJune for the 9 hours to collect all of his drops (and claim them through Twitch Inventory), and then continue watching him after.

It is, and anyone can make a workshop skin, but facepunch holds a "vote" I believe and only certain skins get pushed through. In this instance, they made the skins for twitch steamers, which is usually only done for drops. I think almost all other game skins are "generic" and aren't associated with a specific steamer.
