U.S. President Donald Trump'sadministration is considering merging the U.S. international aid agency (USAID) into the State Department in a major revamp that would shrink its workforce and align its spending with Trump's "America First" policy.

Secretary of State Marco Rubio accused USAID, which oversees food aid, emergency relief and health programs in more than 100 countries, of acting against American interests.

It’s the most public sign that the development aid agency is being brought under the control of the State Department.
