A City Council rebellion not seen in decades ultimately forced Mayor Brandon Johnson to honor his campaign promise to hold the line on property taxes.

Aldermen approved Johnson’s $17.1 billion spending plan after the mayor’s team proposed a fourth version that completely eliminated his proposed property tax hike.
