You can explore the majority of the Castle without paying. You can walk up or catch the Funicular. Once at the top just explore, the only problem you may have is some of the cobbles are not the best to walk on.
This might be a strange one given its a castle but would this be suitable for someone with mobility issues? I can walk long distances but struggle with steep hills and flights of stairs.

We were on pest side of danube river and crossed over the bridge to buda part where you have a choice of funicular ride up to top of hill where buda castle is for a small fee which is only few mins ride or alternatively there is a mini tour bus/car that can take you up to the top to the castle. If you walk up to the castle is quite a steep widing path so id recommend the funicular or mini tour bus. Once you get to the top of castle there is a large square and gardens which is on the flat, then to get down to main entrance there are a few steps to go down and then you are back on the flat. You can walk around it on the flat plus there is a lift on south end of castle to take you down to lower level so you can walk the widing path around the lower level castle mainly on the flat and some parts with slight incline. If you decide to go to fishermans bastion castle from buda castle that walk is also on the flat and not far to walk from buda castle.
